Does "acted on" mean passed or something less?

"Acted on" means that the Bill has either been passed or has been rejected by the legislative body. For the Bill to become law, as I am sure you know, both Houses of Congress have to approve it and the President has to sign it. If the President vetoes the Bill, then the veto may be considered by one or the other Houses of Congress. If that House votes to override the veto, then the other House ought to consider whether to override or not. If both Houses votes to override the President's veto, then the Bill becomes law.

I think--not totally sure--that all of this has to take place before the current Congress ends on December 31st.
