NJ Transit still requires a paper ticket (not an eTicket). Paper tickets are pretty rare now, and must be mailed or printed at an Amtrak station.

Amtrak does offer Norfolk (NFK) to Salisbury (SLS). Train to BWI then BayRunner shuttle to SLS. Because it is on-demand shuttle service, it must be booked a few days in advance.

The Phoenix-Flagstaff service stops booking 48 hrs in advance to send reservations but you can book directly with Arizona Shuttle or Greyhound.
