It is. It is the special Operation Lifesaver livery. I haven't managed to catch it yet so you beat me to it.

Personally I think the See Tracks Think Train is an incredibly dumb slogan, but I'm also from a generation that really isn't that smart either so maybe the simplicity is good for them.

Yes it's not the best, has four words when all slogans should be three to be effective so I'm told. I believe slogans don't have to be smart, just effective.

What is Operation Lifesaver? is it exactly what it implies?

They are a group that advocates and tries to educate people about grade crossing safety and railroad safety more broadly.

I've caught it, except before it was in this livery. It was number 2 for my CS back in October of 2020.

Also, if you ever want to see a video of your train from the outside, I'm sure there are many due to the fact that this engine was leading.
 
The slogan has been used in Britain too, with “track” singular. In the “earbud and text message” era, it’s worth repeating.
