As far as I know you could "hang out" because there were ample tables and only sleeping car passengers were dining, usually with at least a table or two remaining available at any given time. We lingered, enjoying the scenery as well as food. The white tablecloth was only at dinner, though. We didn't go into the other end of the car beyond the service counter that served primarily coach passengers.
They’re using a tablecloth at dinner on the Eagle? Or was that west of San Antonio
 
The tablecloth, silverware and so on were at dinner on the Sunset Limited portion (of our IL to AZ trip in March) and on the Texas Eagle there were flex meals but 2 staff and one of them focused on the first-class passengers at the tables rather than the walk-up coach passenger area, but it was not as though both didn't do some things in the first-class part of the car or I suppose the other end as well.
