By restricting the bidders list to US companies, the US Treasury would not receive as high a lease income from each tract as they do now. There have been a significant number of tracts in the Gulf that even the foreign developers did not bid on because the cost of development would have been higher than the price of a Barrel could pay back the development loans within the time period defined by the contract. Many times the Federal Government has closed the bidding and pulled a tract off the market because they weren't getting the bids they wanted.

In a global economy it is sometimes difficult to figure out who is really domestic and who is not. There are many companies which are incorporated in one country but do most of their business elsewhere. Many US High Tech companies are either marginally so or are about to become so wherein they are incorporated in the US but most of their revenues come from their business abroad and that money is very seldom repatriated to the US in order to avoid taxes. So are those US companies or foreign companies. And if they are foreign which law would determine of which country they are?

So while making that statement is easy, take less than a dozen words, actually executing upon it meaningfully is almost impossible these days. And arguably on the whole reciprocal application of such would be quite harmful to US business in general, and would lead to isolationist tendencies, which is generally harmful and contrary to creation of conditions for cooperation and peace.

But again, this is getting way OT.

That is a reprimand.
If it were a reprimand, you'd know it (and that wasn't it).
For someone that wants a thread to go away, you're doing a heck of a lot to keep it alive. That's not a reprimand either, just an observation.
