The ex-SP Santa Paula Branch is owned by the Ventura County Transportation Commission (VCTC). The previouis operator was Fillmore and Western Railway.
While the VCTC owns the "main line", the City of Fillmore (Calif) owns the yard tracks and property in the city. The current operator is the Sierra Northern Railway.
The dispute involves the use of the yard (city property) by Sierra Northern. This area in Fillmore was the center of operations for Fillmore and Western and brought in tourist dollars for the community.
