Someone in another online forum took this photo on or near an old railroad right-of-way and would like to know what it is. I'm not even 100% sure it's railroad equipment, but I told him I'd ask on a more knowledgable forum.

Looks to me like part of the undercarriage of a flat car or some other freight car, with an air reservoir. Obviously has been cut up partly judging from the ragged torch marks on one side. But I could be wrong too...
 
If I were to bet there was a derailment there at one time. And they were cutting up a damaged car on site. And just forgot to get that bit. It’s not uncommon where derailments were to find relics
