I've never seen the real value in dollars spent to benefit to this idea.

But "potential redevelopment concept" may say alot about it, also. If there is money to be made for the friends of the mayor, the alderman, the CTA board....

Ironically, (and along this line) the general plan goes back at least to the 70s when the Archdiocese of Chicago was supporting it as a way of ridding the gay neighborhood of some of its drinking establishments.

Links Hall looks so different in this conceptual than it is now (a classic corner walkup building of many decades age.) Their updated rendition totally suburbanizes it.
