Just wondering if Amtrak has plans for vaccination proof or antibodies and the like before travel In states that allow vaccine passports? NY State has the Excelsior Pass and I wonder if Penn Station travelers will be able to use the Excelsior pass or another digital passport if such becomes required?
 
Right now only the cruise industry has requirements for a vaccine, and or testing. Those floating hotel have a historical issues with infection control. However even with some cruise lines requiring a vaccine, you can still book a cruise with a testing required only.

Here in the states to have a requirement would be a civil rights thing. At least as a political side show level. No idea how the courts would react.
 
The airlines are also testing them as well. It is possible for Amtrak to decide to go this route as Amtrak does interstate travel with states that allow them if it becomes necessary.
 
With a few exceptions (like serving alcohol) Amtrak doesn't care much if a state makes a rule, since they are not bound by them, but the Federal Gov't will not make it mandatory, The states that choose not to allow gov't participation with them might be able to do it for their own state agencies, but prohibiting use by private entities like the Clown Prince of Posturing is doing in Florida will most likely lose as soon as it hits the courts. Pretty hard to make a case that gov't should not impose strict guidelines on what private businesses can do, they should be free to make their own choice, like capacity and masking mandates, and then say except you can't do this.
