In early July I'll be getting off a cruise ship in Vancouver BC. What's the best way to get from the cruise terminal to the VIA Rail station for a bus to Seattle's Amtrak station? Taxi? Uber? Lyft? I don't suppose there's a bus from terminal to station.

Not only are there multiple buses, but there's, much better, a train.
Expo Line, from Waterfront to Main Street - Science World, 6 minutes trip, runs every 3 minutes.
Yes! And a scenic ride to boot. Hopefully, you won't have a ton of luggage.
Here is a video of your trip. Your portion of the ride will end at about the 7 minute mark. The second video is the same trip going the other way. You get much more spectacular views of my home town. So maybe you should sit in the last car, where you can look out the back window.
