F59PHIs on Cascades

I've seen 465, 466, 467, 468, 469, and 470 on Amtrak Cascades. However the use of P42s seems more frequent than F59s. Why is that?

Those are the orginal F59's that started the service, P42 are used when the F59's are in for maintance. As these locos age they are out more often.
