Green Express Boxes

I was going some research for a model texture I made of an Express Box Car; and an interesting question came to mind. Why are some of the PCF 50' Box Cars painted green rather then an Amtrak striping?

The short reply was they were built green. i recall they were built for another user. Amtrak had them equipped for passenger speeds, but a first no HEP, or sliver paint.

The freight railroads complained and Amtrak start to repaint them silver. I am not sure that all of them were painted, before the plug was pulled.
