I'm planning a joyride on the Hoosier State, leaving Chicago the 14th and returning the 16th. (Don't ask me what I expect to do in Lafayette for a whole day.) My question: How can I find out on train day the 14th if the Iowa Pacific equipment is indeed running or a bustitution is being made? If the latter, I won't go.

October 14th is a Wednesday so that means the Iowa Pacific consist will be operating from Indianapolis to Chicago that morning.
I would check the Amtrak Status Maps website (http://dixielandsoftware.net/Amtrak/status/StatusMaps/) mid-morning on the 14th to see if #851 is running to Chicago as opposed to being cancelled or disrupted. If 851 runs, chances are good that 850 will too.
