I have searched all over and submitted a question to Amtrak customer service that has gone unanswered.

Are Lithium USB power banks used for charging phones/tablets allowed onboard in carry on bags? They say they are airline approved but I can find nothing definitive about Amtrak. I'll be traveling from Texas to Missouri with only a carry on and would really like to bring one with me. Below are a couple examples of what I'm talking about.

You should be good, they don’t check carry ons like the airlines so you should have no issue.

Those (less than 100wH) would even be allowed in aircraft cabins. So I am sure Amtrak will have no problem with those even if they discovered them in your possession by chance.

I have carried similar in my hand baggage on planes and on Amtrak. No issues.

They would not be allowed however, in checked baggage on planes AFAIR.
 
I carry two power banks, a 40k mAh, and a 10k mAh, as well as a 4K mAh battery case on the iPhone 6 I use as a portable stereo and a 10k mAh battery case on my cell phone (iPhone 8 Plus) and I’ve never had problems with them. I bought them from reputable brands and I have no fears about them.

the back seat of my van is my office and I power two aging tablets (a first gen iPad Air and a first gen iPad Pro 12”), a pair of battery keyboards, and recharge the battery case of the iPhone 6 with the banks. I do accounting, spread sheeting, and writing/ journalism from the office for up to twelve hours a day, and wouldn’t have a reliable way of charging them. Li-ion fires are a pretty overblown thing imho.
