One thing that has long annoyed me about Metrolink is their inconsistent consists with two types of cars and liveries. Seems like they’re starting to fix some of that. Two bombardier cars were seen in Milwaukee with the same paint as the rotem cars. Anyone have any more information they can share?

As for using two types of railcars, it is due to two different reason. A bad wreck which resulted in desire for a more modern design and safer cab car. The other reason is success and the need for capacity.
 
So documents I found on this rebuild project. They're rebuilding 50 out of 121 of the Bombardier cars they have, which are the oldest cars in their fleet dating from the early 90s. These PDFs goes into details and they're being rebuilt by Talgo and Systra.
