You thought wrong. They only changed what stations they can be added /removed at (aka, fewer stations than before).

Basically, I believe, now they can only be added/removed at end points of the train to which they are attached or stations where the train has to sit longer anyway (such as WAS where engines are changed). That could also mean, a trip could be made to other cities along the route but the car might have to continue (so $$ are higher)so you should be able to have passengers go from Atlanta to Richmond but the car would travel from NOL to WAS costing you more.

There are a few more designated points beyond just the end points. AFAIR Denver and Houston are among them. I am sure there are a few others, and the list keeps changing.

Looks like they might have readded Oakland as a full service stop instead of as a drop off only. I'll have to read more into that.

The list keeps changing as time goes on. Now with a passenger and customer friendlier administration maybe the list will even grow for a change.
