Good luck with that. Even if some of the Rs in the Senate went with it (kind of doubtful), trump would veto.

***Personal opinion: I believe our best shot is 2020 and Biden. Yeah, yeah, I know, old white guy and all that crap. But he's got name recognition, crossover appeal (likeability) (I know a LOT of Rs who dislike what we have now and who would vote for him, but  *few* other Ds who want to run) and who has supported Amtrak for a long time. Do I agree with everything he stands for? No. Just a lot more than anyone else...
