Why does one need a tray for two items?

I believe offering a tray is required. If I'm carrying just a couple of items (and it isn't hot food), I just tell the attendant, "I'll carry everything, thanks!" Then they just save the tray for the next customer.

Why does one need a tray for two items?

Some people need a hand free to help walk back to their seats rather than have something in both hands. Plus as has been said, the tray helps with keeping the soda and cup from tipping over when the train is rough.
