No ditch lights

I just watched a video from the Oaks Model RR and noticed something about the E-60's, they don't have any ditch lights. Are they able to get away with this because they only run Philadelphia-New York where there are no grade crossings or what?
 
But so does an AEM-7, and even the F-40's before ditch lights came along. Strobe lights in my opinion are effective for short distances, they are not nearly as attention getting as ditch lights are.
 
For the E-60's it's probably fine for no ditch lights because they only travel on a non road crossing stretch of route. Plus they will most likely be retired within the next two years.
