This seems to have started this past Monday, the 21st, and all bookable tickets on the website are showing this continues. Also, from Van Nuys, all stops are 6 minutes earlier until arrival in Martinez, where it has a 12 minute stop, putting it back to its original schedule (this train did not have a scheduled arrival time at Martinez previously). The southbound train still stops at Burbank Airport, and its schedule seems to be the same.
I can't be sure exactly why they did this. Maybe a combo of (a) low ridership at Burbank Airport, longer dwell time than just dropping off passengers as the southbound does, and (b) the stop at Martinez often takes at least 6-7 minutes, >10 mins on a bad day. Though, an on-time #14 would arrive at Martinez 6-7 minutes early on the old schedule anyway... maybe they thought that wasn't enough.
