Warren County NY is selling there railroad for 2 million USD. This is the failed Saratoga & North Creek Railway, an Iowa Pacific property. Don’t have 2 million they also are interested in leasing the track for a period of 5 years for both freight and passenger service.

I don't think it was ever an Iowa Pacific property. It was owned by Warren County since at least 1998 and perhaps earlier than that. It was leased to Iowa Pacific for operating purposes only AFAIR.
