Restrictions on AEM-7's

Ok, I was looking through the NEC Employee Timetable at school today, and it said that AEM-7's 913, 915, 940, and 946 are restricted between Boaton and New Haven. Does anyone know the meaning and reasoning of this?
 
Yes, the catenary changes type/voltage when transitioning to new catenary along the Shoreline. Some locomotives are not equipped to opperate on the new catenary or are unable to make the transition smoothly. Last Febrauary we were coming up from Richmond on 94 and we actually had to switch AEM-7's in New Haven because the one we had from WAS was noticed as a restriction north of NHV. Those units however should get rebuilds.
