Having absolutely no idea what an operating ratio (OR) was, I was forced to look it up and found "The smaller the ratio, the more efficient the company is at generating revenue vs. total expenses." as stated here... Operating Ratio

Unless my reading comprehension is slipping, it sounds pretty good to me - especially since the report seems to say the Sep 202O OR of 8% was -87% (87% less?) than that of Sep 2019.

But maybe economics really is a dismal science?

Yes. Public transit systems use the opposite of an operating ratio, and "farebox recovery" is the informal name for it. There usually are some additional items besides actual fares. In particular, revenue that is dependent on operations, such as advertising in stations or on trains.
