Two things I'll say for the South Shore Line management: they have very transparent board meetings, and they seem to be quite good at procurement, getting competent contractors at reasonable prices and rejecting shady contractors. Something other transit agencies could learn to do.

It's ok. The same contractors will just make up desired profits on contracts in Illinois, where they can get whatever they want, unquestioned. As one former elected official dubbed it: "The corruption tax."
