I have a lot of problems with Mr. Gardner, but credit where credit is due, literally everything he writes in this article is totally correct:

(It's about Amtrak's right to not be delayed by freight)

From the beginning of formalized state/federal rail planning in December 1975, most "passenger" projects selected have had mutual benefits for freight and passenger service and even benefits for highway users (crossing improvements, grade separation, etc.). I don't see much interest in spending on freight-only main lines. Gardner is right.
