Tucson short station stops

Has anyone else noticed the Sunset Limited is doing 15 minute station stops going both ways in Tucson. Not refueling or servicing the Diners water tank. I wonder if it is a security issue. My Son was just there for a week at a conference at Davis-Monthan and stayed at hotel near the station. He say there was a huge homeless encampment in front of the station.

Refueling and inspection is now taking place at UP's Santa Teresa facility just west of El Paso.
The time removed from the Tucson stop is used between El Paso and Deming to accomodate the new fueling location.

I'm suprised by the Homeless Camp outside the Tucson Station.

It wasn't there in October when I rode the Sunset Ltd home from the San Diego Gathering, and Arizona is known for buying Bus Tickets for the Homeless to LA, and for keeping them away from Upscale and Tourist Areas!
