Unfortunately, the end of transcontinental Greyhound Lines of Canada service has pushed some problem passengers onto the infrequent and late VIA Rail "Canadian." While Greyhound sometimes has problem passengers, they are likelier to be close to scheduled times and their driver may be able to spot trouble.

The in depth article makes inferences that make me suspect that Canadian towns were practicing "Greyhound Therapy" and now they have discovered the train. The article also does not say how many days the problem passengers had waited before they could get out of town.

Before trans-continental bus service came to Canada, both transcon routes had daily secondary trains that normally had low coach load factors. And the CP and CN Railway police were available across both systems.
