San Diego has easy trolley service from Santa Fe Depot.
Oakland and SF are also pretty easy.

The racks on the California cars work great. I've yet to take a bike on them (probably will do an Amtrak century this summer) but see them used frequently enough. There are 3 spots per car and I normally see at least one in a rack as I board or detrain.

Read the whole article, and I see no explanation of how electrification will slash the deficit. They mention fuel costs (lumped in with operating) as the biggest cost. Certainly, electrification will eliminate a lot of fuel cost; with, I'd guess, a nearly equal increase in electricity costs...
I read that and it seems like a great deal/steal for the RR. They got new super $ engines to replace their ancient ones at extreme bargain price.
In a capital intensive biz, they aren't spending much.
At a base rate of $2.10 per mile per car it doesn't seem all that expensive ($1000 minimum).
Probably a relative drop in the bucket compared to keeping a private car in Amtrak condition and other costs such as storage etc.
