With the Acela failure, all charter service was temporarily cancelled, so that the Amfleet and Horizon equipment could be moved to the NEC.

Now that the Acelas are coming back, how soon will charter service be available again?

What's your basis for that? Obviously a Charter takes a lot of time and planning, but some of the specials which occur annually (like the one in October in Pennsylvania) may be coming back since some of the equipment has been freed up. Some of the Specials are still running though that don't require Amtrak cars. There was one not to long ago in the Northwest, just needed a couple of diesels and crewing.

I believe the annual Rotary Club special from the Bay Area to Reno is still planned for September so the equipment should be back by then.

But they don't need all the Acela's back to restore most of the cars that were stolen during the crisis.

There were still 4 or 5 Metroliner sets still in use right at the time of the brake problems.
