I'm pretty certain the 1400 series cars are being scrapped, and probably the 1500 series as well. My question is: Doesn't this seem a bit wasteful? These are reletively new, and many are in good condition. Couldn't Amtrak try to rebuild them into baggage cars, since they have such a shortage? Or...
