On the Amtrak Cascades schedule it shows 3 southbound arrivals into Eugene but only 2 northbound departures per day. Do they have one 'Non-Reved' into Portland?

2 and 2 for Cascades departures, and 3 and 3 if you count the Coast Starlight.

The number of trains is the same 7 days a week, but as CHamilton notes, the first southbound departure

from PDX varies from weekday to weekend, hence the different train number.

Edit: Side note: Up until a few years ago, Amtrak blocked the purchase of tickets on the northbound Coast

Starlight (train 14) from Eugene northward. This was supposedly due to the frequent lateness of 14, and

presumably Amtrak did not want "corridor" passengers to rely on it. So you had a situation where there were

3 southbound trains (PDX-EUG) that you could purchase a ticket for, but only 2 northbound trains. (There

was--and still is--a Thruway bus that runs EUG-PDX roughly around the time that 14 passes through).

However, the Starlight's timekeeping has improved considerably, and it is now possible to purchase a ticket

on 14 from EUG northward, which restores the balance in terms of the number of rail departures.

Answer I wanted to give:

That's correct, 3 arrivals but only 2 departures. You should see the giant heap of Talgos that's been piling up in Eugene for years. :D
