Amtrak 406 and the Snow Train

Does anyone know why NPCU #406 is/was in Oakland? Could it possibly end up on 14 and then on the Leavenworth Snow Train? Has anyo heard of a heritage unit going on the Snow Train this year, or will it have just normal P42s like last year?
