Amtrak accounting center

I was reading an article on Amtrak e-ticketing, and it mentioned that current practice is for all physical tickets to go to the Amtrak accounting center in...El Paso. Why does Amtrak have administrative facilities in El Paso?

Central US is my guess. Just it's in the southern part o the central US.

There are a lot of outsourcing contractors along the border that do massive amounts of scanning and imaging jobs, probably done by one of these firms. Pretty much all grocery coupons and rebates go to El Paso or Del Rio, TX as well as a fair amount of healthcare paperwork.
