The P32 would need to be in lead at all times, as a P42 has no controls to control the P32 in Electric or to switch modes.

They don't generate enough HP on DC power to climb up the grade on the East River tunnels. At least the II"s didn't, not sure if they were able to fix that problem with the rebuilds. I'm not sure about the Hudson River tunnels, but they might also pose a problem.
 
Go upstate, just like they were designed to. For the power in NJ, just put a diesel with an electric.

Well in the case of an emergency escape train, one wants a train that can go in any direction that the tracks go. One doesn't want to eliminate possible escape routes.
