I know since the sleeper has returned to 448/449, so Amtrak has decided to sell BC seats in the split cafe/BC car. This car doesn't continue onto 48/49, correct? That would mean that there is no BC on 48/49, but the Amtrak website shows it as bookable on 449 from SPG to SOB, for example. When ARROW shows the option of splitting 49 and 449 and having a connection, it shows that BC is bookable on 449, but not on 49.

I'm not sure what the question is? It's a system limitation that prevents business class from showing up on both 49 and 449. It is available anywhere between Boston and Chicago, however.
 
The cafe car/ BC car runs from Boston to Chicago. It must be booked as 448/449. If you board south of Albany you can move gto this car in Albany/Rennselear station stop.
 
The op's assessment is accurate. The b/c car only shows on 49 if it is known the train will not split at Alb.
