BNSF 89xx manufacturing error

I just caught an SD70ACe wearing an 8900's number passing through WFH with the frame of the locomotive visible, between the gangway and the fuel tank. It appears to have about 18 inches of a gap where there shouldn't be any gaps.

Has anyone else seen a similar error in production?

Part of the design. IINM on the other side in that area has some type of small tanks. IINM for Air.
