Yeah right! That only works unless the local agent decides that their policy is more important than Amtrak's. You should find from the Customer Support rep where that is officially documented in writing. Otherwise, the next person will provide a different answer. NOTE: I deleted some of email portion unrelated to answering the question.Have an answer from Amtrak Customer Support, may be of interest to others. I assume that this policy doesn't only apply to New York Penn, that it is nationwide? When making the enquiry I used the booking reference for our actual NYP to LAX journey, just to authenticate the enquiry. The reply arrived today 7 August 2018
