Crewing on WAS-NPN/NFK runs?

Just a question, do all trains going WAS-NFK/NPN switch conductors and engineers at RVR, or do some of them run straight down to NPN/NFK, and vice versa?
 
Some change at RVR but some go all the way from WAS to NPN/NFK (based on my observation when I rode Amtrak 2 months ago)
 
The Norfolk train and 67/66 swaps in Richmond everyday. 95/94 goes thru from WAS to NPN and NPN to WAS every day except Friday when both 95 and 83 swap in RVR. 95's crew on Friday brings back #78 that night and 83's crew brings #194 back to Richmond Saturday morning.

Sound confusing but the major reason they are set up like that with the swapping out is crew rest under the hours of service law.
