I have to say this is confirming my belief that Hunter Harrison is essentially a villain and every time he goes to a company he causes a giant screw-up. The STB seems to agree this time:

This would probably be a good opportunity to campaign to have NY State purchase the entire Albany-Niagara Falls and Albany-Cleveland routes from CSX, if I could figure out who to campaign to. Hunter seems to be more amenalbe to selling lines than other railroads, and he's obviously not interested in actually *operating* them competently.
