I'm pretty sure there are more impressive services closer to ZN's broadcast area, raising the question why ZN picked the Acela as an example.
The description only hints at the report as an adjunct to the new (well, as of may 2014) prime minister Narendra Modi's interest in bringing high-speed rail to India.
(addendum: I see the PM visited the US a couple of weeks or so ago, this is probably part of it.)
