The signs at the rail crossings in my area show the same phone number for CN with different DOT numbers. Amtrak's Michigan Blue Water run on these tracks, I take it CN informs Amtrak if there happens to be a problem at these crossings?
CN probably dispatches that section and therefore would be who stops the train(s).

It sounds like nobody at the scene called the railroad. They just told dispatch the street name and there was a car on the tracks, but that street has two separate crossings by two separate railroads.

And the CSX crossing isn't even adjacent. It's 3 miles away. Amtrak has an extra large blue sign there, see attached. In any case, the tow truck driver & police had no excuse for not knowing to check the sign.
