Mixed freight allowed again?

I caught this photo while ridding the SW Chief today. Photo was taken about 20 minutes out of the Kansas City station (heading towards Chicago). I have not seen something like this in over 40 years.

Just a few days ago, I saw a NS consist, with 5 locomotives, and mixed amongst the freight cars, were several NJ Transit two level passengers cars. I assume the passenger cars were empty.

If not, some people were gonna be real surprised to find out they'd missed the change at Summit.
 
How many "passenger" cars were there? It looks like it could be a geometry train, like the one I've seen below, with a buffer car separating the locomotive from the geometry car taking measurements of the track.
