Earthquakes perhaps, or maybe police activity. It's also possible that it is a vehicle strike or a derailment.

I was wondering if there might be a fire in the area...as a possible reason.

Even if they are no longer in disruption, it would be hard for trains to start moving again, due to clustering between Richmond and Oakland. So extreme congestion can also be a possible cause (although if that was the case, the trains won't be grayed out), but is not very likely.

This is very unfortunate. How many "No tresspassing" signs and PSAs will we need? Or do we need to have gated crossings and fences on either end of outside tracks?
Signs, PSAs, gated crossings and fences will not keep someone off the track if they're intending to commit suicide.
