Speaking of rail extensions, it sounds as if the extension of the Botniabanan, the higher speed 'coastal' * railway in Northern Sweden, the Norrbotniabana (North Bothnia Railway/Line) has begun at least preliminary construction from the end of the Botniabana in Umeå towards extending to its end goal of Luleå.

*the mainline was built inland over fears that it would be shelled if it ran along the coast - hence none the bigger coastal cities were 'directly' served by rail but by branch lines from the mainline.
