Well, but we aren't even looking at "cost recovery". You expect revenues to vary depending on ticket policy. But we were just looking at costs, period. They're all over the place, no consistency, no discernable patterns. This has to be an artifact of allocations.I don't think the State runs it as a positive revenue system, but more like a tax subsidized mass transit. So when you consider all the "non profit" agenda's, the Surfliner is doing exactly what it is supposed to do.
