Randolph statue - what's he holding?

This is the statue of labor leader A. Phillip Randolph by Tina Allen at Union Station in Washington, D.C. Notice there is this odd, wishbone-shaped object in his right hand. Anybody know what it is or what it symbolizes? It almost looks like it was broken at some point. The best that Google has done for me so far is that the statue has been moved from place to place in Union Station over the years.

I would venture a guess that it is a Sleeping Car Attendant's ( called a Porter back in the day) Tool for unlocking the top bunk in the sleeping car rooms!

That makes sense, and is what I thought, given that he was an organizer and leader of the Brotherhood of Sleeping Car Porters. Though he was never a porter himself.
