Renting a car at Washington Union Station

If I rented a car thru Amtrak for pickup at the DC station, does the rental agency drive you to there nearest location or are the cars in the station to be picked up. I have a relative in the Virginia area that I can rent a car there, but I do not like the idea of them driving to pick me up at the DC station as then I can leave for my return on my own schedule.

There is an Avis and Hertz rental agency in the parking garage at Union Station in Washington D.C. Just follow the signs from the station.
