Schedule changes to Keystone line go into effect Monday

Lancaster Newspapers reports:

Rail commuters catching the first eastbound train Monday may find themselves left at the station. Those hoping to catch later trains will instead find themselves early and waiting for the train to arrive.
...The trip to Philadelphia also will take longer. The shortest travel time on the current schedule is one hour and three minutes. With the schedule changes, the shortest trip becomes one hour, 13 minutes.

What's the deal with a longer travel time? Let's hope this is temporary and due to construction. Any insight?

UPDATE: Pennsylvania DOT press release states "From July 12 through late August, many schedules for both directions of the service will change due to track improvements being completed."
