Looks like a deadhead to me since it's behind the Power and in front of the Sleeper!

Not getting my hopes up, it's Amtrak where decisions are announced with PR BS, Complaints from Customerrs are Ignored until the Big Bosses,ie Congress, forces Amtrak to "Fix" Moronic Foulups, and then it takes far too long for them to comply!
