Passengers can do anything they want in the quiet car, that they would do in any other car, as long as it's quiet.

They can eat, drink, use the bathroom, watch the scenery, chew gum, and anything else that you can think of, as long as they do it quietly.

If it makes a lot of noise then they can't do it. Cell phones make too much noise, so you can't use them.
 
Ricardo, have you ever considered calling Amtrak at 1-800-USA-RAIL or emailing them on their website for these questions? They'd have more insight.

(They're also paid to answer questions, so they'd be happier to answer your questions than some of us here)

Yes Metroliner's like most trains on the NEC have a quiet car.

If you want to know what trains run with quiet cars, pull out your Amtrak timetable and look at the schedule. At the top of the columns there is a row that says Onboard Services. If you see the letter Q in the little box, then that train has a quiet car.

Once again the only restriction in quiet cars is noise. Anyone can ride in the quiet car, as long as they don't use a cell phone, play a radio, or make lots of noise.
